RTI is seeking Indonesian applicants for following positions for the
USAID funded "Expanding Maternal and Neonatal Survival" (EMAS)
project in Indonesia. This five year project will improve public and
private sector hospital quality of care for maternal and neonatal health
service delivery and will increase efficiency and effectiveness of the
referral systems at community health centers.
PROVINCIAL GOVERNANCE OFFICER
(for North Sumatera, Central Java, East Java, Banten and South Sulawesi)
Job Description:
The Provincial Governance Officers will provide support to address
governance and accountability issues within the health sector that
adversely impact maternal health within the assigned province. They
will participate in meetings with counterparts in the district and help
identify ways the project can improve transparency in governance.
Responsibilities:
· Support the Governance Advisor and provide provincial level
support to coordination and delivery of the cross-cutting governance
component of the EMAS project, including technical assistance and
monitoring of governance activities funded by the program;
· Deliver training on various governance issues such as
budgeting, planning, transparency, accountability, civil society
participation, etc.;
· Participate in meetings with appropriate counterparts at
the district level and identify ways that the project can improve
accountability and transparency in governance in the public and civil
society sectors;
· Liaise with and serve as the EMAS provincial level point of
contact with counterparts from other projects who are implementing
programs under USAID's democracy and governance portfolio;
· Serve as a resource to ensure effective implementation of
service quality improvement approaches;
· Contribute to workplanning process and management of
governance activities at the provincial and district level.
Qualifications:
· University degree in a relevant field, such as urban
planning and budgeting, government, public policy, public
administration, or management;
· 6-10 years of experience working with local governments in
areas such as district planning and public service management. Applied
governance experience in the health sector and USAID experience
preferred;
· Demonstrated technical leadership skills;
· Good knowledge of management processes and systems, and
elements intrinsic to good governance;
· Prior experience working with civil society organizations,
including local NGOs, would be desirable;
· Knowledge of the decentralization of Indonesian systems and
the public budgeting system used within the health sector is strongly
preferred;
· Strong oral and communication skills, including English
language skills equivalent to FS "three" for speaking and
reading;
· Strong organizational and interpersonal skills.
PROVINCIAL INFORMATION COMMUNICATION TECHNOLOGY (ICT)
(for West Java, Central Java, East Java and North Sumatera)
Job Description:
The Provincial ICT Officers will use information communication
technology to support the project goals of reducing maternal and
neonatal mortality. ICT will be used to develop consumer demand, to
hold district officials accountable for services and to exchange health
information securely.
Responsibilities:
· Support the ICT Advisor and provide provincial level
support to the coordination and delivery of the cross-cutting health ICT
component of the EMAS project, including technical assistance and
monitoring of health ICT activities funded by the program;
· Support the implementation of public health messaging using
ICT aimed at influencing public opinion on health and increasing
consumer demands for responsive service delivery;
· Deliver training on the use of computers, internet and
mobile applications for information sharing;
· Support the development of mobile and internet applications
under the guidance of the ICT Advisor as needed including a referral
exchange, SMS messaging systems, linking data to Twitter, Facebook and
other health blogs;
· Build capacity of district level health officials in use of
project supported technology;
· Support the ICT Advisor in seeking partnership
opportunities with the private sector to leverage donation of services
to support the project ICT activities;
· Meet with appropriate counterparts at the provincial and
district level to identify ways that the project can take advantage of
ICT;
· Contribute to workplanning process and management of health
ICT activities at the provincial and district level under the guidance
of the ICT Advisor.
Qualifications:
· University degree in computer programming, social sciences,
communications or related disciplines. Applied ICT experience in the
health sector and/or USAID experience preferred;
· 6-10 years professional experience working in the ICT
and/or health fields;
· Demonstrated experience and understanding of health
information systems and communications;
· Demonstrated experience in organizational capacity building
and/or training;
· Demonstrated experience in collaborating with government
and non-governmental entities;
· Strong oral and communication skills, including English
language skills equivalent to FS "three" for speaking and
reading;
· Demonstrated ability to meet deadlines with quality
products;
· Strong organizational and interpersonal skills.
