Background
There is globally and in the Asia Pacific region a growing
consensus that the establishment of social protection floors is a key element
of the policy framework to reduce poverty and inequalities and achieve
inclusive and sustainable development. It is at the core of the Sustainable
Development Goals by 2030. During the past decade, ASEAN countries have made
progress in extending social protection, with the emergence of statutory
schemes in all ASEAN countries. In October 2013, ASEAN Heads of State adopted a
Declaration on Strengthening Social Protection, pledging for the completion of
social protection floors as a priority to achieve growth with equity. However,
coverage and level of protection across the population and across countries
remain unequal and insufficient. There is still a need for improving policy and
institutional framework for the effective and efficient delivery of social
protection.
The three year ILO/Japan Project on Extending Social Security
Coverage in ASEAN (2016-2018) intends to generate better knowledge,
understanding and expertise on extension of social protection, and stimulate
South-South cooperation across ASEAN Member States. The regional Project also
provides direct support to Indonesia and Viet Nam, and in a certain extend to
Myanmar, for increasing social security coverage, in particular among informal economy
workers, self-employed and micro, small and medium enterprises (MSME) workers.
Lessons learnt, experiences and good practices from the three countries will be
disseminated across the ASEAN Member States and worldwide.
In Indonesia, the project
guides the government and social partners in the identification of concrete and
evidenced-based policy recommendations for increasing coverage by improving
compliance of social security laws and enhancing the institutional framework.
The Project may identify with the government and social partners one or two
sectors for direct interventions in view of replicating good practices in other
sectors.
More specifically
interventions in Indonesia include:
1.
An analysis of impediments
and evidence-based recommendations for extending social security coverage
(review of legal/design and implementation aspects);
2.
Recommendations for
improving policies and systems, as well as training, for an enhanced social
security inspection, learning from different countries’ experiences;
3.
Support to social security
administration for streamlining procedures and services for registration,
payment of contributions, benefits claims and appeals; and
4.
Awareness and understanding
raised on benefits of social security, as well as rights and obligations of
employers and workers.
Function:
Under the general guidance of the Regional Chief Technical Advisor
of the Project (based in Bangkok, Thailand) and the direct supervision by the
Director of the ILO Office for Indonesia and Timor-Leste, the Technical Officer
is responsible for the development, implementation and monitoring of Project
activities in Indonesia. The Technical Officer will ensure the highest
technical integrity of the Project outputs, as identified in the Project
document.
Duties and Responsibilities
1.
Review and analyze country
based sex-disaggregated data and other relevant information required for
planning, negotiation and conduct of Project activities;
2.
Work closely with Project’s
partners and ensure effective planning, implementation and monitoring of
Project activities in Indonesia (policy, advocacy, research, direct action);
3.
Assist in the programming
and control of resources from the Project and/or other sources of funds related
to social protection, prepare budget estimates and expenditure forecasts by
analyzing and monitoring situation of resources as compared to planned
activities and making recommendations for remedial action;
4.
Identify training and
capacity building needs of partner agencies on social protection-related
issues, prepare capacity building strategy and an implementation plan, within
resources available under the project;
5.
Help identifying suitable
national external collaborators and contractors for conducting certain project
activities related to social protection, draft terms of reference, prepare work
plan and cost estimate and provide support for preparing the contracts;
6.
Draft terms of reference
for, prepare and take part in technical missions, seminars, training workshops
under the Project, and draft minutes and report on these activities; serve as
interpreter;
7.
Review, comment, improve,
and clean technical reports (in English and local language) produced by
national external collaborators, sub-contractors and partners agencies; provide
summary of these reports when full translation will not be necessary;
8.
Serve as a focal point for
social protection in CO-Jakarta, initiate and attend relevant dialogue,
consultations, meetings and seminars focusing on social protection, including
UN and development partners’ meetings to promote ILO policies regarding social
protection; prepare minutes of these meetings;
9.
Draft, edit, and translate
into local language and English news releases, official correspondence,
statements and speeches and other public information materials related to the
Project and social protection;
10.
Identify, establish, and
maintain strategic networking and partnerships with major stakeholders,
including government, employers’ and workers’ organisations, UN agencies,
development banks, NGOs, private sector, country donors and other ILO projects,
especially those involved in social protection issues;
11.
Prepare briefs (emails,
notes, statistics) on on-going social protection reforms and debates in the
country for the ILO Country Director, Project’s CTA, Specialists, visiting
officials and experts; and provide most-up-to date information on the Project
and social protection situation in the country;
12.
Support the organization,
participate and provide technical inputs to regional activities (capacity
building, seminars, South-South exchange) implemented under the project in
Indonesia or elsewhere;
13.
Perform other duties as may
be assigned by the Country Director for Indonesia and Timor-Leste and the
Project’s CTA.
All documents prepared by
the NTO will have to be reviewed and approved by the Project’s CTA and Country
Director for Indonesia and Timor-Leste.
Qualification and Requirements
Education - First level university degree in development studies, labour
economics, or social sciences.
Experience - Two years of relevant working experience on social protection
and poverty issues; Work experience with Indonesian government, social
partners, civil society and other stakeholders will be advantage;
Languages - Excellent command of English and Bahasa Indonesia
Competencies:
1.
Proven capacity to implement technical cooperation activities,
preferably in the field of social protection; plan and monitor resources;
identify and analyze problems with project’s implementation.
2.
Clear commitment to mainstream gender into project activities.
3.
Strong technical knowledge on social protection issues.
4.
Ability to train and guide national counterparts, among
government, workers and employers’ organizations.
5.
Ability to work on own initiative as well as a member of a team.
6.
Ability to communicate effectively both orally and in writing, in
English and Bahasa Indonesian.
7.
Ability to work under political and time pressure, and meet
deadlines.
8.
Good computer application skills.
9.
Shares knowledge – Shares important or relevant knowledge and
information formally (e.g. workshops, seminars) or informally (e.g.
conversations with colleagues); promotes knowledge transfer.
Nationality – Indonesian.
Remuneration – National Officer
Level A of the UN common remuneration system and/or commensurate with the qualifications
and competency of the selected candidate.
Written Examination and

written examination and take part in an interview.
